Henderson A. Institutional Boundaries and Regionalism: Social, Economic, and Political Regions in the Canadian Arctic

Abstract:
When Nunavut was created in 1999 it was both the product of regionalism and an agent of further regional change within the Easte Arctic. This essay explores what impact, if any, the new territory has had on two aspects of regionalism. First, it determines whether Nunavut allows us to distinguish among the predominantly Inuit communities in the Easte Arctic and, if so, whether the new territory has improved material living conditions among Nunavut communities greater than in other Easte Arctic communities. Second, the article explores regionalism within the new territory, exploring whether we can see regional variations both in the potential cultural benefits of the region and in levels of support for the territory. The article explains that while we do not see significant regional differences across the Easte Arctic, we can see meaningful differences within the new territory, differences that may be attributed, in part, to the role of particular communities in the administration of public affairs in Nunavut.

La cr?ation de Nunavut en 1999 est autant le produit du r?gionalisme que celui d’un agent de changement r?gional subs?quent dans l’Arctique de l’Est. Le pr?sent article explore les r?percussions possibles que ce nouveau territoire a eues sur deux aspects du r?gionalisme. L’article ?tudie d’abord si Nunavut nous permet de faire une distinction entre les communaut?s principalement inuits dans l’Arctique de l’Est et, si cela est le cas, si le nouveau territoire pr?sente de meilleures conditions de vie mat?rielles dans ses propres communaut?s, par rapport aux autres communaut?s de l’Arctique de l’Est. L’article examine ensuite le r?gionalisme au sein du nouveau territoire pour voir si nous pouvons identifier des variations r?gionales entre les avantages culturels possibles des r?gions et les niveaux de soutien du territoire. L’article explique que bien que nous ne puissions pas percevoir des diff?rences r?gionales notables ? l’?chelle de l’Arctique de l’Est, nous pouvons observer des diff?rences importantes au sein du nouveau territoire – ces diff?rences pouvant ?tre attribu?es en partie au r?le de communaut?s particuli?res dans l’administration des affaires publiques de Nunavut.
