INTERNATIONAL ENERGY AGENCY

The International Energy Agency (IEA), an autonomous agency, was established in November 1974.

Its primary mandate was – and is – two-fold: to promote energy security amongst its member

countries through collective response to physical disruptions in oil supply, and provide authoritative

research and analysis on ways to ensure reliable, affordable and clean energy for its 28 member

countries and beyond. The IEA carries out a comprehensive programme of energy co-operation among

its member countries, each of which is obliged to hold oil stocks equivalent to 90 days of its net imports.

The Agency’s aims include the following objectives:

n Secure member countries’ access to reliable and ample supplies of all forms of energy; in particular,

through maintaining effective emergency response capabilities in case of oil supply disruptions.

n Promote sustainable energy policies that spur economic growth and environmental protection

in a global context – particularly in terms of reducing greenhouse-gas emissions that contribute

to climate change.

n Improve transparency of international markets through collection and analysis of

energy data.

n Support global collaboration on energy technology to secure future energy supplies

and mitigate their environmental impact, including through improved energy

efﬁciency and development and deployment of low-carbon technologies.

n Find solutions to global energy challenges through engagement

and

dialogue with non-member countries, industry,

international

organisations and other stakeholders.

INTERNATIONAL ENERGY AGENCY

What’s New?

Starting with this year’s edition, the countries Chile, Estonia, Israel and Slovenia, which joined the OECD in 2010,

have been incorporated into this publication. All are included in OECD totals. The regional aggregate OECD North

America has been changed to OECD Americas and now includes Chile. OECD Pacific has been changed to OECD

Asia Oceania and now includes Israel. OECD Europe now includes Estonia and Slovenia starting in 1990. Prior to

1990, data for Estonia and Slovenia are included in the Non-OECD data under Former Soviet Union and Former

Yugoslavia, respectively.

The IEA is currently working with a group of 24 international organisations that collect or use energy statistics. The

purpose of this group, called InterEnerStat, is to improve the quality of energy data and reduce the reporting burden by

harmonising definitions for energy sources and flows.

In line with the InterEnerStat work, the IEA has also made some small changes in the terminology that do not affect

the definitions. A few examples include:

transformation sector becomes transformation

energy sector becomes energy industry own use

petroleum products becomes oil products

1. INTRODUCTION

The Oil Information 2011 is the latest edition of a publi-

cation that has been produced annually since 1989.

Part II, World Oil Developments, provides summary

tables of world oil market developments, with time

series back to 1971.

Part III, Detailed OECD Oil Data, provides in tabular

form, a more detailed and comprehensive picture of

oil supply, demand and end-use consumption for the

OECD by region and individual countries.

Part IV, Historical Series shows time series of major

oil flows for all years beginning in 1981 and ending in

2010, where data are available.

Note that the references to OECD in this publication

include the 34 Member countries: Australia, Austria,

Belgium, Canada, Chile, Czech Republic, Denmark,

Estonia, Finland, France, Germany, Greece, Hungary,

Iceland, Ireland, Israel, Italy, Japan, Korea,

Luxembourg, Mexico, the Netherlands, New Zealand,

Norway, Poland, Portugal, Slovak Republic, Slovenia,

Spain, Sweden, Switzerland, Turkey, the United

Kingdom and the United States.

Statistics for OECD countries are based on data sub-

missions from national administrations to the Secre-

tariat. Statistics up to 2009 are from the Annual Oil

Statistics (AOS) database, while oil data for 2010 are

mainly based on the Monthly Oil and Gas Statistics

(MOS) database. These monthly oil data, submitted

by member governments, are historically lower than

the annual statistics as they exclude demand for cer-

tain products (e.g. petroleum coke in certain coun-

tries). To arrive at a comparable time series between

AOS and MOS data, the 2010 monthly data are

adjusted upwards for under-reporting. Data for 2009

may therefore differ from similar statistics published

in the publication Oil, Gas, Coal and Electricity

Quarterly Statistics (MOS data). Please see notes re-

lated to individual countries for more information on

data sources and estimations.

All data for Parts III and IV and selected information

from Part II are available on CD-ROM.

In addition, a data service is available on the internet. It

includes unlimited access through an annual subscription

as well as the possibility to obtain data on a pay-per-

view basis. Details are available at www.iea.org.

Annual oil data are collected by the Energy Statistics

Division (ESD) of the IEA Secretariat, headed by

Mr. Jean-Yves Garnier. The IEA would like to thank

and acknowledge the dedication and professionalism

of the statisticians working on energy data in the

countries. Mr. Tianlai Xu, Mr. Ryszard Pośpiech, and

Ms. Jung-Ah Kang are responsible for the annual oil

data for OECD countries. Ms. Sharon Burghgraeve

contributed her desktop publishing and secretarial

2. RECENT DATA REVISIONS

OECD data

The IEA Secretariat finalised processing the latest

submissions of energy statistics from OECD Member

countries on 31 March 2011 (covering the period

1960 - 2009). These data were subsequently published

in IEA/OECD Energy Statistics of OECD Countries –

2011 Edition and in IEA/OECD Energy Balances of

OECD Countries - 2011 Edition.

Supply and demand data are available for years 1960-

2009, with the following exceptions:

• Chile 1971 onwards

• Czech Republic 1971 onwards

• Estonia 1990 onwards

• Hungary 1965 onwards

• Israel 1971 onwards

• Korea 1970 onwards

• Mexico 1971 onwards

• Slovak Republic 1971 onwards

• Slovenia 1990 onwards

As a result, regional totals will not be calculated for

years 1960-1970, inclusive.

For 2010, only supply data are available; end-use con-

sumption data usually lag one to two years.

Non-OECD data

Data for non-OECD countries are primarily from

IEA's database on World Energy Statistics. The data-

base covers supply and demand for all forms of en-

ergy for over 100 non-OECD countries for the period

1971 to 2009. The data have been collected from na-

tional statistical publications and through collabora-

tion with other international organisations and the

energy industry. Non-OECD data for 2009 and 2010

in Part II of Oil Information 2011 are provisional. The

complete and final results obtained from this work

will be published in the annual IEA publications En-

ergy Statistics of Non-OECD Countries - 2011 Edition

and Energy Balances of Non-OECD Countries - 2011
