thattheyremainedconsonantwithournationalethicandpurposes.
Whenwecameintooffice,covertoperationsweresupervisedbytheso‐
called303Committee,namedafteraJune1964PresidentialDirective(National
SecurityActionMemorandum303)thataffirmeditscomposition,functions,and
responsibilities. Suchaninteragencycoordinatingmechanismhasexistedunder
variousdesignationseversincethe1947NationalSecurityAct,whichcreatedthe
CIAandtheNSC.EarlyintheNixonAdministrationthe303Committeewas
identifiedinanewsstory.Inthosefarawaydaysofinnocencethiswasconsidered
enoughofabreachofsecuritytorequireachangeofname.NationalSecurity
DecisionMemorandum40reaffirmedthefunctionsofthecommitteeonFebruary
17,1970;itwasgivenanewlabel,namedafterthisdirective.
