that the anatomy of civil society must be sought in political economy
[1]. Development and sophistication of industrial relations require
the integration of different groups in society, including the working
class. Problems of the workers, which include impairment of their
civil and political rights, have led to the workers’ union. Gradually the
solution of socio-economic problems of society has become possible
through the establishment of trade unions. Trade unions are active
subjects of civil society institution aimed to regulate labor relations
between state, employer and employee. In developed European
countries, trade union is an important element of democratic
society. Representing and protecting the workers’ interests, trade
unions advocate the maintaining the economic and political stability
in the country. American political scientist F. Zakaria wrote that, in
European history the economic development usually leads to two
elements which are critical to the success of liberal democracy.
First, it gives opportunity to key segments of society: for private
businesses and the bourgeoisie to gain strength and independence
from the government. Secondly, in dealing with this kind of community
groups, the government becomes less rapacious and capricious; it
is more focused on compliance with certain rules and requirements
of society, at least - to the requests of its elite. Such a process leads
to the political regime liberalization [2]. Developed civil society
contributes to economic development, in turn, economic prosperity
strengthens activities of civil society institutions. Citizen participation
in political and economic processes through creation of public
organizations and associations helps to consolidate the society;
they play a key role in establishing consensus and social dialogue.
Certainly, the political stability and the harmonious interaction of
government, business and public organizations positively affect
the economic growth. Thus, the close and constructive cooperation
between the government and public organizations can strengthen
democratic values and principles of market economy.
In the Republic of Kazakhstan since 90-s has been established
and developed dynamically various civil society institutions, at the
moment in the country operate nine political parties, 5,820 non-
governmental organizations of different areas, 3,340 of public funds,
1072 associations of legal entities, 471 national-cultural centers, 3,340
religious associations representing over 40 faiths and denominations,
6,645 media of various forms of ownership. Formation of civil society
has become an important resource in the democratization of Kazakh
society and economic growth achievement. In 2006 the presidential
decree was adopted by the concept of the civil society development.
