The powers of the Parlia-
ment are fairly limited un-

Apart from the cases laid
down by the Treaties, the
Council has also under-
taken to consult the Par-
liament on most impor-
tant
uestions. This
consultation is optional.
In addition, this consul-
tation
rocedure is use
for the adoption of non-
mandator
instruments,
especially recommenda-
tions and opinions issued
the Council and the
Commission.
