EventhoughIadamantlyrefusedtoembracehisloadedpoliticalproposals,
hewasclearlyeagertokeepthediscussionofournewmilitaryproposalalive,
whichsuggestedtomethatHanoimightbeintheprocessofreconsideringits
politicaldemands.OnthewholeXuanThuytreatedourpropositionswithmore
carethanusual.Hedidnot,foronce,denouncethemas“nothingnew.”Hesaid
againandagainthatHanoiwouldstudyourofferseriously.Inourshell‐shocked
stateweconsideredthatthisminimumprerequisiteofnegotiationsshoweda
newflexibility.Atonepointheevensaidthat“incaseyourproposalisaccepted
ingeneral,thennexttimeweshouldbepreparedtodiscussallconcrete
questions.”HestressedHanoi’sdesiretonegotiate.Hedidnotrepeattheusual
insistencethatacease‐firewasimpossibleintheabsenceofafullpolitical
settlement.Herepeatedlyaskedforanothermeeting.Forthefirsttimehe

SoonwereceivedwordthatLeDucThohadleftHanoi,stopping inPekingand
