seemedplainthathoweverwearythepublicmightbe,itwasnotpreparedtojoin
anenemyindefeatinganally.TomostAmericans,ourlongandvigorous
negotiatingrecordwasnowclear,aswasthefactthatitwasHanoiwhichhad
beensteadilyblockingasettlementbyitsexorbitantandinsolentdemands.
AfterNixon’sspeech,IcouldneverescapeWashingtonforlongwithout
pressscrutinyandqueries.Therefore,allsubsequentmeetingswereannounced
bytheWhiteHousewhenIwasinParisandalreadyinsession.Thishadits
advantages.Itcontinuallyremindedthepublicthatnegotiationsweretaking
placeandtheoppositionthatadramaticdevelopmentwaspossibleatany
moment.
WesentthetextofthePresident’sspeechtoMoscowandPekingwith
anotheremphaticwarningthatwewouldreactstronglytoanewoffensive.
Brezhnevrepliedinsoothingfashionthathethoughtpeacewasstillpossible.
Peking,nodoubtstungbyHanoi’schargesasreportedtomebyDobrynin,
returnedatartreplyonJanuary30accusing us—notunjustly—ofseekingto

summitthreeweekslater.
