DuringJuneIndianForeignMinisterSwaranSingharrivedinWashingtonto
urgeterminationofbothmilitaryandeconomicaidtoPakistan.Indiawas

mountingcrisisinevitable.
Manyinourcountrysawitdifferently.Unfortunately,thedebatebeganto
takeonsomeofthebitternessandimpugningofmotivescharacteristicofthe
Vietnamdebate.AndtheAdministration,whichhadacase,didnothelpmatters

ChairmanoftheHousesubcommitteeconcernedwiththeproblem,declaredon
theflooroftheHouseonJune10afteravisittoIndianrefugeecampsthatIndia
hadshown“almostunbelievablerestraint”inthefaceoftherefugeeburden.
