IwrotetoNixononJuly20,warninghimonceagainthatastrategyrelying
onVietnamizationwouldnotbecompatible indefinitelywithastrategyof
negotiations.Eachunilateralwithdrawaltendedto weakenourbargaining
position.Iftroopwithdrawalswerealreadyatthefastestrateconsistentwith
Saigon’ssurvival,ourmarginforspeedingthemupwaslimited;hencewehad
littletoofferHanoi.Somewheredowntheroad,probablybythemiddleof1971,
wemighthavetochoosebetweenVietnamizationandnegotiation.Itwasmainly
totrytoexplorehiddenpossibilitiesforbreakingthedeadlockthatduringJuly
andAugusttheAdministration’sthinkingcrystallizedaroundtheideaofa

wasthatbothsideswouldtherebyberenouncingmilitaryvictory.In1969a
standstillcease‐firehadbecomeafavoriteformulaformoderateopponentsof
thewarwhodidnotyetwishtoadvocateAmericancapitulationorafixed
deadlineforwithdrawal.Theirviewsweresharedbymanyseniorofficials,fro m
variousmotives.SomeintheDefenseDepartmentfavoredacease‐firetoease
budgetarypressuresandfreefundsforweaponsprocurement.TheState
Departmenturge ditpartlytopleasetheCongressandthemedia,andpartlyfrom
itsowncongenitalwishtofuelnegotiationswithever‐newproposals.Nixonwas
generallydisdainfulofalltheseschemes.ThedayafterhisNovember3,1969,
speech,thePresidenthadwrittentohisSecretariesofStateandDefense,
specificallyrejectinganyinitiativeforacease‐fire.Nevertheless,onNovember8
RogersurgedthatwesupporttheMansfieldResolutionforaVietnamcease‐fire
asameansofwinningoverthedoves.OnNovember10aformalState
Departmentmemo randum arrivedattheWhiteHouseproposingacease‐fire
initiative.
